Submit an individual SMS message with optional idempotency.
POST /v1/businesses/{businessId}/sms/messages
Required permission: sms.message.send.
Provide an authorized sender, E.164 destination, classification, and either
inline message text or a template reference. Durable acceptance is not
delivery confirmation.

sent means provider submission accepted — not that the handset received the message.
