Individual messages
Display statuses: queued, sent, delivered, failed.
Outbound webhook events exist for sent, delivered, and failed only.
Bulk processing
Processing statuses include created, scheduled, queued, processing,
paused, completed, failed, and cancelled.
Webhook events exist for processing, completed, and failed.
delivery_summary on the REST bulk resource reports as_of, complete, and
outcomes_resolved when authoritative. If unavailable, the field is null with
a warning — not zero-filled.
