POST /v1/businesses/{businessId}/sms/bulk-messages
Required permission: sms.bulk_message.create.
Recipients are supplied inline (not via file upload). Recipient limits and
validation rules are defined in the OpenAPI contract.
Processing completed means the primary processing pass finished. It does
not mean every recipient was delivered. Delivery reporting is separate and
may be incomplete; unavailable reporting must not be fabricated as zeros.
Retrieve the bulk resource and recipient list with sms.bulk_message.read.
