# Rate limits and pagination

> Cursor pagination and rate-limit guidance for list endpoints.

## Pagination

List endpoints use cursor pagination with `limit` and opaque `cursor` values.
SMS list endpoints use SMS-specific limit bounds (default/max distinct from the
shared webhook/wallet limits). Never invent offsets.

## Rate limits

Exceeding limits returns `429` with Problem Details. Honor `Retry-After` when
present. Exact numeric quotas are environment policy and are not claimed here.
